Property records and approvals

Establish the record before deciding the remedy.

A missing document is a reason to investigate, not enough by itself to establish the status of earlier work. Begin with the property record and the construction that exists today. Keep confirmed facts separate from assumptions before planning a purchase, renovation or response to an official notice.

Research the right property and documents.

Confirm the address and parcel, including any historical address information relevant to the search. For City of Los Angeles properties, LADBS PRISM provides access to permits, plans, certificates and related records. Request further records where the online material is incomplete.

Compare the documents with the actual house. A permit for one alteration does not establish approval of every later change, and a submitted drawing should not be treated as proof of final inspection.

Document the differences without guessing.

Have the appropriate professionals identify differences between available records and current conditions. Photographs and measured drawings can help organize the investigation, but appearance alone does not determine whether work was permitted or complies.

Avoid assuming that a room is approved living space because it is furnished or described that way in a listing. Confirm the relevant records and the authority’s interpretation for the proposed use.

Ask the authority what the actual scope requires.

The appropriate process may depend on the age, type and condition of the work and on the new project being proposed. The owner’s design team should present accurate information and seek project-specific direction.

Do not assume there is automatic legalization, a universal amnesty or one standard fee. Existing work may require investigation, documentation, alteration or other steps determined through the applicable process.

Bring the findings into the renovation plan.

Separate the work you intended to undertake from work arising from the investigation. Ask the team to identify how the findings affect design, construction access, sequencing and the scope of required approvals.

Use those findings to update estimates and owner decisions. Avoid committing to finishes or fabrication based on an existing arrangement whose status and suitability remain unresolved.

Keep the right advisers involved.

If an official notice has been received, retain the actual document and confirm its stated requirements and dates with the relevant authority and advisers. A general article cannot determine the response required by that notice.

Questions about a sale, disclosure, insurance or legal responsibility belong with qualified professionals in those fields. Maintain a clear record of investigations, authority correspondence and resulting approvals so future decisions can rely on evidence.
