Most of the rebuilding in Pacific Palisades has not happened yet.

The January 2025 fires destroyed more than 16,000 structures across Los Angeles County. Permit filings across the Palisades and Altadena went from 6,877 in 2024 to 20,069 in the year that followed — close to triple. But the permits are stacked in review and construction, not finished: in Altadena, the share of permits reaching Final status fell from 73% of the mix to just 18% (Shovels.ai, February 2026). Filing a permit and finishing a house are years apart.

If you are rebuilding in the Palisades, you are not late. You are in the middle of it, alongside thousands of other owners, competing for the same engineers, inspectors and crews. What follows is what we think you should know before you pick a builder — including the parts that are genuinely difficult.

Why a Palisades rebuild is a hillside project

This is the part that surprises owners. A rebuild is not simply putting back what was there.

  • The lot has to be re-evaluated. Fire changes hillsides. Vegetation that held soil is gone, drainage patterns shift, and slopes that were stable can require new analysis. A geotechnical investigation is typically the first real step, and its findings drive the foundation design — which may not match what the original house sat on.
  • Current code, not the old code. Rebuilding brings the structure up to current requirements, which in these areas means fire-hardening standards, updated structural provisions, and current energy compliance. Owners planning from memory of the original house are usually planning to the wrong standard.
  • Much of the Palisades is hillside terrain. Steep lots mean deep foundations, retaining and shoring, and grading approval on top of the building permit. That is our core work — see hillside construction and caisson foundations for how those systems are designed and priced.
  • Access is worse than it was. Whole streets are rebuilding at once. Staging space, deliveries and crew parking are constrained in a way they were not before the fire, and it affects both schedule and cost.

Where to start, and the free resources worth using

Two things are worth doing regardless of who you hire:

  • Use the City's verified contractor list. The Los Angeles Bureau of Contract Administration runs "The Path to Rebuilding" at bca.lacity.gov/rebuildLA — a curated directory of licensed architects, designers and general contractors, with license status confirmed. It is free to search and it is a reasonable first filter.
  • Use the one-stop permit centers. Los Angeles County operates One-Stop Permit Centers for fire-affected owners, and the County created a unified building permit authority to expedite rebuilding. These exist to shorten a process that is otherwise slow.

And one piece of advice that costs us work: verify any contractor's license yourself at cslb.ca.gov before you sign anything. Check the license is active, check the classification, and check the name on the license matches the company you are contracting with. Disaster rebuilds attract people who should not be doing this work. Do this for us too.

Timeline and cost, honestly

We will not give you a number on a web page, and you should be cautious of anyone who does.

What we can tell you is the shape of it. Published Los Angeles market figures put high-end custom work with hillside complexity at roughly $750–$1,200+ per square foot, against $350–$500 for standard custom construction (DWD Builders, 2026), and industry guidance puts the slope premium at approximately 20–35% over an equivalent flat-lot build (Aggregate Construction Group, 2026). Palisades lots sit at the top of that range more often than the bottom.

On schedule: the geotechnical and design phase runs months before a shovel moves, hillside plan check takes longer than flat-lot review, and the construction itself on a custom hillside home is measured in years, not months. Any builder promising you a fast rebuild on a steep Palisades lot is either inexperienced or telling you what you want to hear.
